Should a comma or a semicolon be used after January 23?
I am ahead of schedule on the project and should not have any problems with finishing before Friday and taking the afternoons off on Tuesday, January 23, and Friday, January 26.

Just a comma. If you take out the dates, you would have no commas at all ("taking the afternoons off on Tuesday on Friday"). You only need a semicolon when you've already got commas separating the list items and then need to use commas within the list items.
