Is this good English? I'm not well versed in economic jargon, so I've never heard this.

"The company must be capitalized with five million dollars to qualify."

Thanks. I'm editing the master's thesis of a Korean student whose English is less than optimal. So on the one hand, I trusted that his expertise in economics far surpassed my own, but I also doubted his ability to express his expertise in cromulent English. I will leave this expression alone, I think.

You could double-check with fugu. He has both econ and English knowledge.
