"Stand up and be counted" is a quote.  I'm not going to parse it as if it is not.  The whole quote stands as a unit.   So, weird as it seems, I'm going to give it my seal of approval.

Ah. For some reason it didn't register that the speaker was working a quote into his statement (awkwardly, though). I was trying to figure out if it was an incorrect use of the subjunctive or something else.

I thought it was "stand up to be counted".  "Stand up and be counted" sounds not as courageous.
