Ruth was talking about the war on "that" and part of it might be the role of "that" in complex sentences. I like a variety of sentence complexity, and a few "thats" are warranted. It can't be reduced to a simple rule. But tis why we make the big bucks. A relentless pursuit of efficiency is why they keep having to kill bots.
